Notarisation means the notary confirms that the translation was made by a qualified translator with the relevant diploma - it says nothing about the document itself. An apostille confirms that the seal and signature on the original document belong to a real official of the issuing authority, that is, that the document is genuine.
Only documents carrying the official seal of a state body - a civil registry office, a ministry, a court. A faculty reference without such a seal cannot be apostilled directly: a notarised copy is made first and the apostille goes on that, which foreign institutions accept without issue.
Soviet-era documents cannot be apostilled at all, and documents issued before 2017 are affected by the renaming of authorities and cities, so they are often treated as invalid. Such documents have to be reissued first - and it is worth asking the same authority to apostille the new one right away.
Yes - a scan is enough for the translation and for notarisation, and the paper original can be sent to any address in Ukraine or handed to whoever is acting for you. An apostille is the exception: it is placed on the physical document by Ukrainian authorities, and a document issued in another country can only be apostilled in that country.
It depends on the country. The US and Canada usually need no notarisation at all - the translator's stamp and diploma details are enough. Poland and Spain often require a sworn translation, which is a separate procedure done by a translator on the local register. Ask the receiving institution which type they want before you order anything.
