Vitaly Chernetsky was born in Odesa. He studied at Moscow State University, from 1989 – at Duke University, and from 1991 – at the University of Pennsylvania. In 1996 he received his PhD from this university. He worked at Columbia, Cornell, Harvard, Northwestern Greifswald, and Miami Universities. In 2009-2018, he was President of the American Association of Ukrainian Studies. In 2015-2020, he was Director of the Center for Russian, East European, and Eurasian Studies at the University of Kansas. Since 2015 – Vice-President of the Shevchenko Scientific Society in the USA. In 2024 – President of the Association of Slavic, East European and Eurasian Studies (ASEEES). Since December 2024 – President of the Shevchenko Scientific Society in the USA.
